The program will still run if your card is set to 32-bit, it will just be extremely slow. If this is the case, just use your Display Settings sheet to set the video card to 16-bit (you can set it back to 32 any time you want).

If the program won't run at all, then either your system can't do 3D (run DXDIAG.EXE to verify that you have 3D hardware), or something is already running which is tying up the 3D hardware (Netmeeting, WinAmp, etc.) Occasionally, the Aquarium itself might still be running from a previous instance, just minimized so you can't see it.

If you can't delete the program, then it must be running. Hit ctrl-alt-del to see if Fish.scr is on the list of tasks currently running. If so, just use End Task. After that, you should be able to drag it to the trashcan.
