Plus, the fish have to have something to swim around. It may appear like a static background, but there is actually a lot of 3D geometry in there which puts the shadows/lightplay in the correct places and gives the fish something to swim around. I think creating a new background is beyond the ability of 99.7% of users and we've seen some of the ugliness that the other .3% create when given free rein to modify.
