Some here will most likely disagree, but I think at some point, you have to cut the ties to outdated OS's and concern yourself only with supporting those versions that are being supported by the OS developer.

I think Win98 and WinME have fallen off that track, IIRC. NT should be pretty close to the same.

If you can get dual-monitor support working on XP, people that have earlier versions will need to understand that it's not possible to support outdated OS's forever.

If you wanted to be very generous, throw 2000 in there for good measure, but stuff like this is primarily geared towards non-enterprise applications, and 2000 should be rare enough not to ruffle too many feathers if it wasn't supported.
