See I'd make sure Sleep cannot be changed more than once every 2 seconds by the program. Users would be able to change it more often.

I could hold a steadier and more accurate average frame rate if I changed Sleep every frame. The final version won't have a Sleep readout, so the user wouldn't see the number jittering.

There will also be the question of how many digits to show in the frame rate.
